Description

Stark Parks is currently seeking a Community Engagement Manager. If you are an extroverted personality that has hands on experience with developing content, community outreach and is comfortable with what it takes to build positive brand awareness we invite you to apply. This position manages planning, organization, and management of the Park District's community engagement, marketing and internal/ external communication services. This position will also serve as the spokesperson or face of the Stark County Park District.

ESSENTIAL FUNCTIONS:

  • Develop, review and maintain the policies, goals and strategies with respect to the effective operations of the Community Engagement Department that align with the Stark County Park District's overall mission and organizational goals.
  • Serves as primary spokesperson and point of contact for all media outlets and inquiries. Works with all park departments to lead, develop and coordinate responses for any public relations matters. Maintains routine contact with the Executive and Deputy Directors to consult on critical public relations matters impacting the District.
  • Creates and submits appropriate news releases and feature articles to appropriate media sources. Creates, proofreads, and edits copy for various marketing channels, ensuring consistent voice.
  • Coordinates with all park departments to maximize internal communication and awareness of important activities and developments throughout the District.
  • Responsible for researching and critically analyzing marking information, park statistics, and user analytics of the Park Districts' online platforms to implement and guide Community Engagement Department decisions and strategies
  • Communicate with Deputy Director the issues and activities related to the Community Engagement Department in an effort to ensure effective operations of the District.
  • Coordinate the work of the Community Engagement Department with the requests of other
  • departments within the District in an effort to ensure a harmonious working relationship and
  • open communications.
  • Attend park board meetings to represent the department and provide information or recommendations to the park board as deemed necessary.
  • Prepare, manage and analyze the budget, marketing plan, and annual report for the Community Engagement Department. Present it annually to the Deputy Director for consideration, discussion and approval.
  • Supervise full time, part time, freelance and contracted staff within the Community Engagement Department.
    • Oversight of transition of Volunteer Coordinator position from Human Resources Department to Community Engagement Department.
  • Oversee the development, implementation, management and evaluation of a broad and varied portfolio of marketing and communications platforms for the entire district including, but not limited to, kiosks, seasonal brochures, newsletters, reports, flyers, annual report, press releases, audio‐visual materials, website, and social media channels to ensure that the needs of the community and the District are being met.
  • Oversight and management of District brand and style guide. Coordinates with all park departments to assure consistency in all internal and public facing print, screen, and web-based materials.
  • Leadership role in the signage committee. Coordinates with necessary park departments to assure signage needs are met from development to installation. Verifies signage standards, and ensures appropriate branding of current and new sign installations.
  • Support the Friends of Stark Parks and other Park District affiliated groups in their efforts to promote the District and their respective activities.
  • Plan, prepare and/or take part in meetings with public, private and volunteer based agencies, including the general public, to inform, discuss, and receive input on District programs and services.
  • Attend and actively participate in meetings of local, state and national recreation and park associations and related organizations.
  • Partner with government and community organizations to coordinate and plan cross marketing efforts for departments, facilities, programs, and special events.
  • Investigate and recommend alternative funding resources such as grants and donations that would assist the Community Engagement Department and Park District.
  • Oversight of District's social media messaging and responses. Sets and achieves goals for driving social media growth and engagement with deep understanding of the target audience through use of appropriate social media analytics and community surveys.
  • Connect with broader state and national agency events, holidays and other promotional opportunities.
  • Assists departments and encourages them to provide onsite photography and videos to promote programs and special events.
  • Conducts research to determine target audiences for Stark Parks programs, events, and services. Includes developing and implementing on-site and online surveys.
  • Reviews professional publications and resources to keep abreast of the developments in the community engagement, marketing, and communications field, particularly as it applies to government. Attends professional development meetings, workshops, and seminars.
  • Responsible for submittals of narratives for awards including OPRA, NACPRO and seeks out awards to apply.
  • All other duties as assigned.

SPECIFIC EXPERIENCE/SKILLS/ABILITIES:

  • Effective budget, project planning and management/supervisory experience
  • Ability to develop harmonious working relationships with fellow departments and to motivate employees to accomplish departmental and District goals.
  • Outstanding ability to exercise mature and good judgment in evaluating and rendering decisions in everyday operations as well as pressured situations.
  • Direct, guide, monitor and evaluate the work performance of all departmental staff.
  • Knowledge of basic budgetary practices, and the ability to effectively interpret, communicate and justify operating budget proposals.
  • Knowledge of current local, social, political and economic trends.
  • Ability to utilize video recording software and equipment
  • Ability to recognize and implement new technology, social media and other pertinent community engagement, marketing, and social media trends.
  • Ability to make timely and effective decisions.
  • High level proficiency in reading and writing various reports
  • High level proficiency in Microsoft Office Suite, InDesign, Adobe Creative Suite, Word Press, most relevant social media platforms and other appropriate graphic design software and technologies
  • Exceptional interpersonal, written and verbal skills, public speaking skills and high level ability to communicate via social media platforms and media outlets.

Basic Requirements:

B.A. Degree in Marketing, Journalism, Public Relations, Communications or related field and a minimum of five years of progressive work experience in a related industry. Master's degree preferred. Minimum of two (2) years supervisory experience required. Experience in a governmental organization that relies on taxpayer funded levies to support operations is preferred.

Pay: $69,176.27 - $84,548.77

Hours: 8a - 4p, Monday through Friday with flexibility for weekend and after hours work as needed. Flexibility is a must.

Must be eligible for employment in the United States, have a valid Ohio driver's license, and be insurable. Pre-employment background check and drug screening will be performed.
